I believe Walmart when they say the Jonquiere store was marginal.

Unionizing a store in a town with one of the lowest per capita incomes in Canada, a declining population, industrial shrinkage (Alcan is closing a plant there this Spring with a loss of 550 jobs), and which is generally dependent on primary industries of forestry and mining, and government transfer payments, shows a decided lack of strategy on the part of the union.

This is especially unstrategic when the employer is clearly anti-union, anyway. They should unionize in a prosperous area where labour is scarce and the stores are making serious money. That might give them a base for serious recruitment.
