When you have your curser on a link and press the mouse button and try to move the link the circle with the link appears. On latter versions of Netscape the links can be dragged to the toolbar to be used as bookmarks and appear as the buttons do on 3.0. The circle basically says the link cannot be used here.

If you are on a page with frames, press your mouse button on a link in one frame and drag it to the other frame and it should change from the circle to a chain link with a plus sign, which says you can use the link here. If you let go of the mouse the frame will go to the new link...
