Spanish telecoms operators seek 1 year delay to UMTS launch (Las

The Spanish government has received a unanimous response to its survey
of telecommunications operators over the availability of a UMTS mobile
telephony service in the country. A 3G service will not be available
commercially in Spain until the second half of 2002 at the earliest. Science
and technology minister Anna Birules states that the survey will serve to
set new legislation to govern the industry.

UMTS network infrastructure will technically be available on 1 August, the
agreed deadline for operators to begin to offer a 3G service to Spain's
leading cities. Operators agreed to meet this deadline or face fines of more
than 900m euros (Pta150bn). While a network will be available on paper,
some of the main equipment manufacturers have informed the ministry that
they are still working on network interconnection standards; a problem
which will not be resolved until the first quarter of 2002. More seriously, all
of the operators and companies involved have stated that UMTS handsets
will not be available in time, with some operators estimating readiness
during the second quarter of 2002 and others putting it back to the first
three months of 2003.
