The criminal deal Trumpty's campaign was making with Russian intelligence involved a promise to lift sanctions.

Congress prevented that by voting decisively and on a bipartisan basis (319-3 and 98-2) to take away the President's power to lift sanctions.

Putin didn't get what he bargained for and committed crimes for ... but everyone who makes a deal with Trumpty Dumpty ends up being betrayed one way or another.

That the criminal bargain wasn't completed in no way makes participating in the crimes less illegal.
