Short answer: No.

Long answer:

Not by the definition of socialism which entails the government owning and/or running the means of production.

Sometimes socialism is defined more loosely to include any government activity (or at least any sufficiently extensive government activity, particularly beyond the courts, defense, and police services) but I was not using that definition, and it is not the most commonly accepted definition.
