President Clinton forced the gop to use Paygo, pay as you go. As soon as he was out of office, Bush didn't force them to use it, they cut taxes and balanced budgets were gone forever. See, the facts are easy to prove. Al the gop had to do was keep the surpluses going after Clinton and they couldn't.
