The only real links Saddam had with terrorism were in terms of funding and training Palestinians. That was basically an Arab world PR move of his. The Saudis did the same thing by the way. Other terrorist connections of Saddams were as an old folks home for retired terrorists like Abu Nidal and Abu Abbas and offering a few Al Qaida types medical treatment. There is no evidence at all of any operational cooperation between Saddam and Al Qaida, and that makes sense because in the end, they were enemies. Osama Bin Lauden had called for the overthrow of Saddam and Saddam had long persecuted Islamic extremists.

If there is a state connection it is much more likely with Iran which is run by Islamists. But not secular rightwing quasi-Nazi Saddam.
