The design in numbers are given to support the long-term capex.

Going out 3 years should be more than sufficient to know when to build a fab. Quite a few of these companies doing design ins won't be around in 10 years. It seems to me they do it because they think investors will use it in creating a valuation. If TSMC was doing the same metric I wouldn't be surprised if it was several trillion for them.
