Admittedly, I have no understanding of how that scoring process works.

But it seems to me CBO ought to have clearly stated, "There are consistency and timing issues with the way this is scored due to the restrictions under which we were operating."

In fairness, they may have said just that and I'd have no way of knowing. But I know enough about accounting to know that timing and consistency are key ingredients in any meaningful analysis; and without either of those, there is a great potential for misstatement and the guy preparing the document ought to qualify the analysis in some way.

Again, which they could have done and I wouldn't know it.
