The GAO and the CBO are the two entities that I continue to respect despite by gross cynicism.

CBO has, it seems to me, tried pretty hard. I heard Elmendorf's testimony the other day and I thought he bent over backwards to tell it like it is. And the political pressure is, no doubt, immense (including being called in to answer to the president).

I'm not sure what his job responsibility is with regard to reporting of timing problems and consistency issues. But these issues can destroy the meaning in any financial forecast or projection, and accordingly, should be well documented so that the consumer can easily comprehend it.

The consumer, I suppose is Congress, and perhaps they understood it. To the extent the general public is a consumer of the material, they should be made aware of the problem.
