The point is that competitive bid contracts usually show savings as newer vendors low-ball bids. You have to examine costs as they accrue over time. They're also using the sample period of 1998 to justify wage increases when it was very clear that other costs, specifically energy and equipment, were decreasing sharply for a temporary period due to the Asian depression. Geez, almost every idiot politician, including Clinton and Greenspan, were coming out of the wordwork to take credit for disinflation that was not the result of any superior American management. All manner of lies and myths were invented in 98 and 99 regarding the economy during that period, and sprung from Clinton's "new economy" state of the union speech in January 1999.
