Paper Man,
The SEC registration has nothing to do with issuing the new split shares. The transfer is handled by the company that handles their records of stock ownership. They are called a transfer agent and often they are banks but can be other companies that specializes in stock ownership record keeping. If you have a stock certificate handy you can look on it and it will tell who the agency is for that particular company.

My advice on this company.....don't bet the farm. Just think...this technology was used in Europe for years and don't think that a company like GE wouldn't have taken a look at what they had to offer well before now. Heck! If it was so great GE or some other energy company could have bought the US rights just to keep it from competing against their other operations.....Think about it! I've tried to get information from the company but nothing after well over a month of asking....but they sure can put out the news releases. And when a PR firm can't give you phone numbers of their partners....Yep!
