Once again, it is the magical touch, administered from on high. A deux ex machina relying upon (who else?) the American taxpayer to make up the difference and pave the way to a bright tomorrow.
OTOH, Bush could use SPR in the reverse fashion to the Clinton machinations of October, 2000, when William Jefferson cut the nuts off the speculators by flooding the market. This time around, Bush may well find that it is in the interest of his pals in Midland to maintain price supports by burying excess inventory in Louisiana salt domes and calling it a national security decision.
