Let's begin with 300 milion individuals. Tim estimates 20% to be functionally illiterate or not speaking english. That cuts it down to 240 million. How many are techno-phobs? How many don't have the money to buy a computer? How many can access the Internet from work? From school? How many are too young (age 8 or under), too old, or too sick to get on the Internet? How many just don't care?

Everyone who wants to be on the Internet is already here. New users will be difficult to come by without some price breaks such as NetTV. I suspect AOL counts every screen name as a 'member'. So it's easy to claim 12 million members.
