Unemployment is high in Russia many conscripts come home and find no work. I do know that in many Siberian cities drunkenness and drugs is growing at an alarming rate. Just read local newspapers.

Recruiting those thugs is easy they receive pay and forgiveness for petty crimes, there are thousands and possible much more, of so called "volunteers" that instead of a Russian prison will prefer to be "mercenaries" and start a new life.

Most of the Pro Russians in Ukraine are those types of people, most of them are not local ethnic Russians from Ukraine but imported thugs from all over Russia.
