I so think "alarm" is a good word if it means people are vigilant, particularly the police authorities and governments in general. It looks like the alarm was sounded too late in Europe re the Islamists in their midst, and it is hard to determine what they can do about it now.

Alarm in the sense of heightened but nonproductive anxiety is just stressful, and that would be unhealthy.
