Dana Perino, White House Press Secretary, addresses reasons behind the failure in the Senate of S 3036, a bill that the White House opposed. The bill sponsored by Senators Joe Lieberman (I-CT) and John Warner (R-VA) would have established a national cap-and-trade system to control greenhouse gas emissions.
