You are confusing two lines of reasoning, I think

It is certainly true that most computer software is vulnerable. The mathematical proof of that was given by Dykstra circa 1974. It is virtually impossible to prove mathematically the correctness of any piece of software. There are too many logical paths that can be taken that will ultimately lead to some failure of the program.

However that does not mean that all software is equally vulnerable to failure.

In the commercial market a more reasonable failure standard is applied. With what degree of effort can the system be taken down by a non-privileged user on the network. Are there reasonable methods of preventing security failure which if applied reduce the chances of failure.

The type of security failure reported about NT seem to me to be in the "very probable" categopry while those from Novell are in the "highly improbable" category. Am I wrong?
