Do they need AMD's blessing to legally do that? If I were AMD, I'd let them do it but only up to 650, maybe just to 600, assuming there were some royalties.

I am not sure Via would agree to such a limitation. If it was possible, I would rather urge them to use 3DNow, rather than SSE. I think Cyrix already has a license for that anyway.
