As I recall, the book, "Showstopper" indicated that David Cutler started from scratch, using just his "experience" gained while at DEC (and that experience was with attempting to create a radically new OS for DEC, which was eventually scrapped, whereupon Cutler migrated to MSFT and begat NT). So, NT (originally)had nothing in common with OS/2 or with VMS.

In fact, Win95 (which probably did inherit OS/2 code) and NT originally had nothing in common. "Showstopper" says that Cutler really didn't want his new OS to be called "Windows" anything. His team didn't even consider Windows to be an operating system.
