That part of Chile is almost desert. Being near potable water is not the same as here in the states. It is the dry season and everything drys up. They tend to turn on water for only parts of the day usually only a couple of hours at night and it is only a trickle. Hauling in water becomes very expensive as it has to come from a long way away.
