I believe the dems are counting votes... increase soc sec above $87,000 doesn't really touch many of their voters. Not having private accounts keeps the money flowing into federal gov and money they can use to transfer out to more social programs. Increase tax brackets above $114,000 will also not impact many of the democrat base so why not go for tax the rich? They are not trying to be responsible only get back into office in the next election.
