Of course it should. This is precisely the type of government investment that will incubate the technology long enough and targeted enough to bridge this technology to economies of scale. That's economics 101, Hawk. When barriers to entry are high, government investment is required to spur competition.

Space exploration is another classic example. Barriers to entry are high, so the government has been the driving force behind space exploration for decades. But that is slowly changing now that private companies are finding it profitable to get into the game as technology has improved.
