According to a front-page story in today’s Washington Post by veteran reporter Walter Pincus, the intelligence analysts who believed that aluminum tubes sought by Saddam Hussein were for a nuclear weapons program have not been punished. Instead they have received “job performance awards.”

But after seeing how John Bolton has been attacked for expressing displeasure with a few employees’ work over the years, why would any official now dare even to raise his voice to a civil servants

Pincus points out that the Robb/Silberman report say that intelligence reform “requires accountability.” But according to such authorities as Senators Dodd and Voinovich, dressing down subordinates for shoddy efforts is undiplomatic and even disqualifying for those who might hope to someday be appointed to higher office.

New intel chief John Negroponte declined to comment for Pincus’ article. Who could blame him?
