Let me make a few guesses:

1) They have successfully transferred the license on the Kazakhstan concession enabling them to go forward with development.

2) They have leased the Crude unit at Lake Charles or arranged to operate it on their own.

3) The VD unit is up and producing asphalt.

4) All of the above

5) Some or none of the above
