SCUBA divers in the Gulf like to dive off the oil rigs because they act as artificial reefs, attracting a lot of sea life.

I can attest to that. There's not much on the bottom there so rigs get a lot of attention, also wrecks. However, if the point is to create artificial reefs, there are cheaper and more aesthetic ways to accomplish that.
