First off, does Oak Tech have an edge with their DVD Browser (?) as the article claims? What does it mean to Cube?
Secondly, is encryption/decryption a problem for Cube. Here is what the article has got to say about encryption/decryption problems for the US manufacturers:

Still, if licensing negotiations linger, the Japanese may have time to
adapt their next generation of highly integrated DVD controllers to the PC market. And no U.S. vendor -- of hardware or software -- can
offer a DVD solution until the decryption license issue is resolved.

That is a serious concern for C-Cube, which intends to integrate
decryption hardware onto its chip as soon as it can obtain a license.
"All I can say is that we have worked with the encryption committee
from an early stage, and we may have overcome some of the hurdles
that other U.S. vendors still face," Chao said. "What our customers will do initially is use an external decryption chip, and then migrate to our pin-compatible part with on-chip decryption when it becomes
available."
