I agree. The Individual Ready Reserve (IRR) was created to keep a pool of recently trained military folks available in the event of a national emergency. It is now being used as a draft replacement. Other draft replacements currently in use are refusing to allow retirement eligible active duty folks to do so and keeping folks on active duty involuntarily beyond their normal ETS (discharge or separation) dates. The $64,000 question right now is whether we can maintain and/or increase our military personnel strength by increasing financial incentives. So far the answer is no.
