Laz, actually, the cops sometimes pose as bums, or decoys, to ferret out those who would harm the bums.

The incident I referred to involved the L.A. County Sheriff Department and a municipal police department (I forget which). I think some feds were also involved. In any event, everyone present at the drug bust that was supposed to be the mother of all drug busts was a cop. Cops stinging cops. No crims involved. Not the way things are supposed to work and most definitely a precarious and dangerous situation for all concerned.

Following this mother of all debacles, it was suggested and agreed that the various law enforcement agencies adopt the habit of talking to one another WRT what they have in the hopper, you know, better interagency communication. - Holly
