"Government is shrinking. State and Local Government has lost 577,000 jobs since September of 2008." Maybe some of them found employment with the federal government. Federal employment was 4,206,000 in 2008 and went up to 4,443,000 in 2010 for and increase of 237,000. The federal government is expanding. ? opm.gov
