I dunno.... If such weapons existed, we would hear a lot more about them. Why would US or Russia need portable weapons during the cold war? ICBMs fly much faster than planes and can have about 10 targets or so.

I do think this is more of a scare than a reality. Bio-weapons, on the other hand, are quite real, and could cause almost as much damage I think...
