yes in 2018 the rule will be "ruled on" by the IMO. But Europe has already said they are going to adopt anyway, so Mediterranean, France, etc, will all have a 200 mile extension which is not in effect now.

Plus, there is growing demand from an angry public in Hong Kong, Australia's ports, and even Shenzhen, China, for mandatory or voluntary standards.

I believe the main danger is a worldwide indebtedness fueled meltdown which will leave nowhere to hide, except maybe in precious metals.
