Blue Shield reached an agreement with UCLA, which had previously been out of network for several years prior to ACA.

I'm not sure what the deal with with Cedars-Sinai, but I do know that previously all the insurers like Blue Shield has paid their discounted amounts for each service. But at the end of each year each insurer had to pay Cedars-Sinai a share of "Capital Improvements" based on their members total utilization figures. So I assume they're no longer willing to contribute to that fund.
