Brian, The reason I lightened up is that there is a PERCEPTION out there that QWEST (and others) could get hit with additional access charges (per a reputed FCC report now going to Congress). If that peception is contrary to fact, it may still not help the stock in the near-term. I'll keep my powder dry for re-entry. ((But I very much appreciate knowing what the facts are -- thanks!) DLO
