LIAR. The UN is the body which operates the elections in places like Iraq. Only they can carry them out. They have stated they cannot now because of the massive unrest and FUBAR security over there. If Kerry stated this as well he was merely stating an obvious fact. Bush meanwhile clings to the fantasy lie that elections will take place in January. Not a chance.
