Are there folks that reach 65 who don't qualify or is it someting else?

Medicare is something you pay for with payroll taxes. If you weren't on a payroll for long enough to qualify or not married to someone who qualifies, then you don't get Medicare when you turn 65. It's the same with Social Security. I don't have enough quarters to be eligible for Social Security.
