but have been letting the U.S. take the lead on this issue and take most of the flack and the heat too. The Japanese business community wants the fees lowered too, after all who do you think pays those high fees? Don't let anyone tell you this is a case of the U.S. bullying Japan. I find it ironic is the U.S. Government that has to lobby Japan for lower rates and fees that benefit Japans businesses and consumers.
