No. Doctors don't have to participate in Medicare and more are choosing not to. (I have patient experience with boutique/concierge medical care.) If they do participate, they have to do the paperwork for you but they can decline to participate. Until such time as I find a way of making a claim myself, I'm assuming that they won't pay for services provided by a non participating provider.

I'm pursuing this out of curiosity. I knew going in that the provider didn't participate and there's not a lot of money involved. I'm just interested in how these things work, policy wonk that I am.
