i expect its behind the counter because of shop lifting. Most stores have mechanisms to prevent shop lifting now, unlike the 50s. I've been struggling with a persistent cough lately and just yesterday I was in a drug store looking at the options and reading packages. Behind the counter is fine for Playboy. You know exactly what you want and you just ask for it. But not for a customer who needs to make a choice. This reminds me of the scenario surrounding safety caps. They put them on all pill bottles without regard for the adults who couldn't open them. Had to go back and change the law.
