Drilling is at an alltime high worldwide, bongnsnort.
Just as the US was drilling at a domestic alltime high the very year US production peaked. And no amount of increased drilling, exploration and technological advances stopped that decline. No country has ever stopped decline once it started. Cuba's drilling won't stop global decline...especially since first oil from that project won't be seen until around 2013.
