Jim, it's quite simple...silver has also for years had a big primary supply/demand deficit. if the PoG begins to seriously rally, i expect silver to rally even more (as that is what has traditionally happened). i am not at all surprised that the silver market is subject to egregious manipulation as well. after all, if silver were to suddenly take off, gold would surely follow, and we all know by now how extremely skewed the gold market is and who is profiting most from keeping the price artificially depressed. or rather, who has to lose the most if the PoG takes off. i suspect the same entities are engaged in silver.
