"Highest level in a year" is a positive sign, but not a high level compared to recent years.

Also the point that tilting bankruptcy proceedings against senior creditors will tend to increase borrowing costs (at least for companies who have politically favored stakeholders and junior creditors), is hardly an argument that lending will immediately crash because of such an event. Its a negative long term factor, not instant (or even eventual) total doom.
