It's all just "proof by anecdote", a concept that Reagan helped to cement in the modern poltical debate with the original welfare queen myth. Push people's emotional buttons with a good story (true or not, it doesn't really matter) then they will happily suspend systemic analysis and agree with your broader conclusion, since that inevitably matches their biases and predisposition too.
