I am not saying that it is the Govt's job! But more to the point that other Govt's do consider this their job. And I partly agree with them.

I can give you a list of people on this thread that have made comments to the fact that the failure of Nextwave to secure funding, and as a result, sought Bankruptcy protection, was because the FCC Auctioned more spectrum (D,E,F Blocks) (30Mhz) too soon after the C Block Aucitons(30 Mhz) a year earlier. They claim that it is the FCC's fault that the "Established" Spectrum holders such as Nextwave were forced out of business due to lack of funding, because of the failure of the FCC Spectrum Management Policy. Hence, too much supply was released in too short of a time frame, which caused the value of the previous C block spectrum in Auction 5 to become diminished in value.

Was it the governments job to stifle competition by suppressing the resource of available spectrum to protect established spectrum holders?
