I'll have to go from some old memories here.

Paul (Saul) grew up in what might be called a "college town". Tarsus was known for a great academy. Paul was a free Jew, and was therefore a Roman citizen, but was discriminated against. He was real smart, and did everything he could to ingratiate himself to the Greeks who ran the city.

He was sent toward Judea but converted to the anti-hellenic point of view when he came into contact with other Jewish communities.
