It means accounting for everything you had, proving you destroyed it or that you did not, and then destroying anything that is left. It would seem the way to proceed is for the U.S. to list the discrepencies, reveal suspected hiding spots, and let the inspectors look. All this chanting of the "disarm" word without laying out any avenue to what disarm precisely means at least gives the appearance of a hoax. When Powell based his secret information on an old term paper it pretty much showed that "disarm" is rather empty rhetoric. TP
