The only ways I see to wipe out the trust fund IOUs and get an improved net position is... 1. to stop making SS payments or 2. to reduce payments to the amount collected in SS taxes. Right now payments are below the amount collected in SS taxes. In future years this will almost certainly not be the case but it is true for now. Tim
