What I don't get about this story, if the report is done, why will cutting off funding kill it? Just Xerox off a dozen copies and hand it out. Charge the reporters $10 to cover the copying cost. Also, how can a judge seal a Congressional report? Seperation of powers violation, no? The rider would have de-funded the investigation begun in 1995
