Stu-I don't want you to rely on this information as I am no expert on networking or any other technological enterprise, but I'll try to give you my take on where the stock price is today and why:
After 30-some consecutive quarters of sequential revenue increases MRV warned last quarter and then reported lower sales/earnings. Just prior to this event the company had the experience of a 1990's bear raid orchestrated by a Mr. Pink. Significant short activity and the less-than-sterling performance by the company took the stock from the 20's to a little over 5 in a few weeks. MRV contributed to the decline with a poor PR program and fundamental shortcomings including increasing R&D, SG&A, in the face of declining revenues and the delay of components for new products desperately required for new product introduction to sustain growth.
Where are we today? The company (IMO) possesses a strong balance sheet,strong technology, and a suspect marketing plan to effect the implementation to complete the transition from a niche player to a total networking solution. Technology may change rapidly and thus , significantly favor the Ciscos,Lucents,Nortels, and Alcatels who have the financial and customer base to acquire what is needed to be competitive: MRVC has demonstrated a capacity to innovate and has the staying power to see if they can fulfill their dream; if they don't- their shortfall may still provide much value to an acquirer from these levels. (the world doesn't care where our entry point is or was) At any rate, I'm a buyer at this level and look forward to seeing where this company goes. This could still be a big win for us and from this price the risk/reward looks very good. (And you have the guarantee that if it breaks in two--you get to keep both pieces!)
