If you have the time, may I suggest going to developer.intel.com and looking up some of the vast material revolving around IA-64?

Unfortunately, I don't have specific links, but I do remember a few presentations which talked about difficult situations in IA-64, such as pointer-chasing and decision trees.

In any case, it is my opinion that if speculation cannot handle the situations you describe, it is likely (but not definite) that dynamic OOO scheduling cannot handle it, either. At least OOO processors can automatically find more work to do while waiting on the memory accesses. So can IA-64, if the compiler does a good job scheduling other work to go on in the meantime. (Remember that Itanium isn't 100% static, so this is possible.)
